Source Control Regulation Bylaw
Overview
A Source Control Regulation Bylaw (SCRB) is a regulatory tool used by municipalities to manage the types and quantities of substances discharged into public sewer systems. These bylaws are crucial in ensuring the efficient and sustainable operation of wastewater infrastructure.
Key Objectives
The implementation of an SCRB typically aims to achieve the following:
- Protecting Sewer Infrastructure
The bylaw helps prevent damage to critical infrastructure such as pipes, pumps, and treatment facilities by restricting harmful substances. - Environmental Protection
By reducing pollutants in wastewater, SCRBs help protect local ecosystems, including Tofino's sensitive marine environment. - Public Health Safeguards
Ensuring safe and efficient wastewater treatment protects public health by minimizing the risks associated with untreated or improperly treated wastewater. - Regulatory Compliance
SCRBs ensure alignment with federal and provincial regulations, including secondary effluent treatment requirements. - Cost Efficiency
Limiting contaminants at the source reduces operational and maintenance costs for wastewater treatment systems.
Scope of the Bylaw
An SCRB outlines specific requirements for industrial, commercial, and residential users regarding acceptable wastewater discharges. Key elements include:
- Discharge Limitations: Restrictions on hazardous or damaging substances.
- Monitoring and Reporting: Mechanisms for tracking and documenting wastewater quality.
- Enforcement Provisions: Measures to address non-compliance and encourage adherence.
Development of these regulations typically involves consultation with industry stakeholders, environmental experts, and community members. This ensures the bylaw reflects a balance between environmental protection and the community's practical and economic considerations.
Tofino’s Approach to Source Control
The District of Tofino’s 2017 Liquid Waste Management Plan identified the need for an SCRB as an essential component of its wastewater treatment program. This need was communicated to the community during the planning stages of the Wastewater Treatment Plant (WWTP). The bylaw will support the ongoing implementation of the WWTP by reducing harmful discharges and maintaining the plant’s efficiency.
Staying Informed and Providing Feedback
Residents are encouraged to stay informed about the Source Control Regulation Bylaw by reviewing the timeline, related documents, and FAQs available on this page.
Community feedback is an essential part of the process, and all residents are invited to share their thoughts and suggestions for consideration. Feedback can be submitted below until January 31, 2025, through the tools below.
In addition to inviting general public feedback, the District of Tofino will host stakeholder meetings with members of the business community to address industry-specific questions and gather input. These meetings aim to ensure the bylaw balances environmental protection with practical considerations for local businesses. Details regarding these stakeholder meetings, including dates, locations, and participation options, will be communicated as they become available.
