Project Overview

The District of Tofino is advancing Campbell Street – Phase 3, the final phase in the long-term revitalization of downtown Campbell Street. This project will focus on upgrading the area from Second Street to the end of the road, overlooking Duffin Cove. The project will realize the community’s vision for a safe, accessible, and vibrant corridor that encourages walking, cycling, transit, and public gatherings in downtown Tofino.

Campbell Street plays a central role in connecting businesses, public spaces, and the waterfront. Completing this phase will strengthen those connections, improve safety for people of all ages and abilities, enhance gathering spaces, and support walking, cycling, and transit use. The design reflects Tofino’s unique coastal character while building on improvements made in earlier phases.

Project Status and Design

The design is currently at approximately 75% completion and is based on previous public engagement sessions. The original design was completed in 2022; however, the project was deferred after projected construction costs exceeded the available budget.

Since that time, the design has undergone several revisions focused on cost reduction while preserving the original design intent. The District is now in a position to proceed again, subject to the results of the competitive bidding process.

What This Project Will Deliver

Phase 3 builds on the materials and design elements introduced in previously completed blocks of Campbell Street. The goal is to create a cohesive and welcoming downtown experience.

Key upgrades include:

  • Continuous sidewalks on both sides of the street

  • Designated bicycle lanes

  • Improved and safer intersections

  • Planting areas

  • Seating areas for gathering and rest

Additional features in this phase include:

  • Bus stop upgrades at the intersection of First Street and Campbell Street

  • A seaside overlook at the western end of Campbell Street overlooking Duffin Cove

Construction and Business Access

Construction is anticipated to begin in September 2026, with completion targeted for Spring 2027. More detailed scheduling and traffic management information will be shared in advance of construction.

The District recognizes that Campbell Street is central to downtown activity and will work closely with affected businesses and property owners throughout construction. Advance notice of impacts will be provided, and efforts will be made to maintain safe access to businesses and pedestrian routes wherever possible.

Project Funding

The total project budget is $3,200,000, funded through a combination of reserves and capital programs:

  • Resort Municipality Initiative (RMI)

  • Campbell Street Restricted Reserve

  • Pay Parking Reserve

  • Parks and Recreation - Capital & Infrastructure

  • Roads and Sidewalks - Capital & Infrastructure

  • Parking Lots - Capital & Infrastructure
