At the August 18, 2026, Committee of the Whole meeting, the Committee endorsed the Ahkmahksis Reservoir Expansion as Tofino’s preferred near- to medium-term water supply option. The final Source Water Assessment found that expanding the existing reservoir is the most practical, affordable, and technically feasible option that can be advanced in the nearer term. It would build on an existing water source and infrastructure, nearly double raw-water storage, and provide a stronger buffer during extended summer low-flow periods.

The Committee also supported continued engagement with Tla-o-qui-aht First Nation and further project planning to help position the District for a senior government funding application in 2027. Kennedy Lake remains the preferred potential long-term regional water supply option, but requires considerably more planning, partnerships, environmental and cultural review, approvals, infrastructure, and funding.

The Lost Shoe Aquifer is not recommended due to greater uncertainty related to water quality and treatment, the long transmission route, land and governance considerations, and overall cost and scheduling risk.
