The proposed application aims to rezone the property from its current Small Holdings District (A1) zone to a proposed Comprehensive Development Zone to allow for a staff housing development consisting of 17 modular units, each containing 5 individual sleeping units (bedrooms), outdoor amenity space, garden plot, and surfboard and bike storage. The design also includes a shared greenhouse for use by residents and roof rainwater collection.

The property has, for recent years, been operating as a long-term staff campground under temporary use permits, and this application aims to transition the existing temporary staff residences into permanent, purpose-built rental accommodation for staff.

To facilitate the zoning amendment, an amendment to the Official Community Plan (OCP) is first required. This OCP amendment is being considered separately, concurrent to this application, and was granted permission to proceed during the September 12, 2023, Council meeting. Approval of this zoning amendment will be contingent upon the approval of the associated OCP amendment.
