The District of Tofino’s 2023-2027 financial planning process is underway.


Understanding the Municipal Budget

How does the budget process work?

Legislation requires municipalities to prepare a financial plan, or budget, every year that includes the current fiscal year and the next four fiscal years (five-year plan). The financial plan includes both operating and capital budgets for each year.

Both the Financial Plan and Tax Rates Bylaws must be adopted before May 15, each year.

What's involved in the process?

Municipalities are required to prepare a balanced budget each year. In order to achieve this, District staff must identify revenue sources to fund all anticipated expenditures.

District staff consider many factors while preparing the proposed financial plan, including:

  • Past year’s actual spending and required adjustments to the operating budget
  • Changes in scope or cost estimates of approved capital projects
  • New equipment or capital projects that require funding
  • Potential new staffing requirements

Council’s 2021-2023 Strategic Plan was developed to guide and focus the District’s efforts and resources. The financial plan outlines what resources are available to move the District forward towards achieving the Strategic Plans key deliverables and to support the ongoing operations of District facilities, services and programs.

How is the public involved?

Tofino residents and businesses are encouraged to make Council aware of your priorities, whether you value more parks, child care, reserves for infrastructure, or low taxes. We invite you to attend budget meetings, learn about the process, understand the issues and the challenges, and let Council know your thoughts. District staff are available to answer questions, distribute your feedback to Council, and provide clarity.

  • 2023 Budget Town Hall

    Join us on Wednesday, March 29, 2023 from 4-6PM in the Council Chambers, Municipal Hall for the 2023 Budget Town Hall.

    This is an opportunity for community members meet with Council to ask questions and provide feedback on the draft 2023-2027 Financial Plan and proposed capital projects.

    There will also be an opportunity at the Budget Town Hall to provide input on the leash-optional dog spaces project before public feedback is consolidated and presented to Council for further consideration and next steps!
